Anyone can pass certifications with sufficient study, but not everyone with a certification is a good programmer.
I've interviewed and have been interviewed many times. I've never assigned any worth to a certificate. All they mean is that someone took a class (if you're lucky) or downloaded a book and passed a constrained test.

My idea for a good interview, regardless of certification, education, experience, is to sit the interviewee down and say "This is a small application that we want, you have 3 hours to show us what you can do"
