If you create a new project, when you save it to the database take the object and submit it to your cache. The cache would store all your projects, then in your layout when it ask for a model. You can pass the cache (Dictionary) to your dropdown.

Well, no. SignalR would be a socket, so every time it polls you would call a method to insert to database, so when that method is hit you know to update the cache. So the next render will load the project. Plus, you could have Signlar R poll for this checks, to modify.
Think of it like this:

Cache (Projects) --> User Creates --> Insert Project to Database --> Add Project to cache --> Render Partial --> Loads dropdown with new cache.

Well, with MVC you shouldn't need a Session. That is a timed cache, per request, that simulates a global variable in essence.

Really, I would more than likely fire Ajax to build the dropdown. Then store it in a MemoryCache, then when the client makes change just modify it directly, but the next server request when it grabs the cache, would populate with the correct data.
So as far as the current user is concerned, "Hey it just added to the dropdown". But all other request would load it.
