you can create an index on a temp table, but your loading all that data from one place on disk to another place on disk, then creating an index (which is expensive), then pulling it all off disk again

I think I heard SQL server can choose to keep temp tables in memory, but in practical terms rarely does so and there isn't a lot you can do to encourage it

you could always do both, throw an exception from create, catch it in your post so you can return a 500, and let it keep bubbling up to a logger or something. The important part is that the user has some idea what happened.
If the exception would be meaningful to an admin or developer then you should log it, otherwise it is only useful during dev time when you'll probably get an exception in the debugger anyways.
