@mickmackusa No, curation is fine, and asking users to not post even more duplicate answers seems reasonable, especially if the answer-er probably knew it was a duplicate (I won't speculate there and I don't know PHP).
That said, while your comments seem correct, once the OP said you were "BSing around" (source), I'd be skeptical that future comments would be productive, so IDK if I'd continue to engage at that point, although I see why you chose to.
I remember I used a page from Stack Overflow which lists all my votes since inception in text (like log) format. As far I remember, that URL does not have a way to access from GUI; I needed to type/copy-paste it. I couldn't find that URL now. Do someone have that URL?
if you just want to match the IP address as a string, a regex (with suitably escaped dots) is fine, of course; but the CIDR check is more thorough, and will find the IP address if a linked web site is on that IP etc

Can a mysql badger please visit stackoverflow.com/q/78673278/2943403, review my heap of commented links and perform large scale curation on the topic of modifying a date/time value while importing a csv directly to mysql? There is at least one gold badger there who could do the job, but they are notoriously bad at using their hammer IMO.
