It was. The flag was cast on revision 2, but the flag was handled after your rollback.
I'd say ideally the flag would've been marked helpful given the way the answer looked when it was flagged, but that kind of thing is very hard to see from the mod dashboard.
Then, it was an NAA flag. Because if it were a VLQ flag, it would have been marked helpful. Generally, for that reason, I always choose VLQ over NAA when VLQ is an option. But yes, I think if the mod dashboard showing the revision at the time a flag was cast, besides the current revision, if that meant less wrongly declined flags, that would be good.

By the rules of this room, am I involved if I edited a question and tried to put it in a better shape, but failed because the question cannot be put in a better shape? Am I allowed to make a del-pls request for a question like this?

@tripleee please don't comment on suspected AI-generated answers. Even without giving your reasoning, you risk a false accusation and (in the case of a true positive) still give a "this is detectable" signal that the author might act upon

my read of the stack trace combined with the commentary suggests a bug - the tool wants to install something and parse the installer's output, but the installer produces output in an unexpected text encoding.
there are any number of reasons that could have worked before and then break: in particular: the tool version, the installed-thing version, and the Python version (2 to 3 migration going from bytestrings to assumed-UTF8 on what might be Latin-1 output)
"byte 0xa2" in latin-1 would be Unicode '\xa2', i.e., a cent sign
