Personally, I believe that specific question should be closed. Not because it lack focus but because I find it unclear. I commented (and VTC) on the question to that effect. Once the question is clear, I'm pretty sure it should be closed as a dupe. Not that any of this matters much in the grand scheme of things

@DragandDrop They're a bit tricky, for sure. Not outright plagiarism (as there is implicit attribution) and not NAA (as link-only). But such posts should really not be made, IMHO. I would probably raise a custom flag, with a brief explanation, especially if you/I had already tried (and failed) to 'educate' the poster. But it's a bit outside this room's domain, I think - other than general discussion.

There are many questions that boil down to "why was this made this way" (or "why wasn't it made another way") to do with languages, frameworks, and standards and most of the time the only real authoritive answer must come from people who designed the thing. Which means that essentially everybody else is guessing. SE thinks differently
However, in many cases if you cannot really get an authoritative answer (and "why isn't X in standard" are often this) I'd consider it POB.

Which isn't good for a Q&A site. Ideally, the questions should be answerable by (potentially) everybody. If they are more or less direct questions to the authors of something, then that doesn't really work.

I see your point. I wouldn't consider something like that OB, though in general "why was X done like this" definitely has the potential to be OB.

I don't want to come off wrong - sometimes "why is this made this way" can be answered. Assuming there is an objective answer that can be given by anybody not just the original authors. I might be wrong and the question above might have an objective answer. I'm certainly not an expert but that's my hunch currently. Happy to be proven wrong.
Overall I would leave it, we have so much other stuff on SO that needs to be handled, that question is not the problem.

I don't even care about close reasons anymore, the little experience of SO that I have I use to evaluate if question is useful for other programmers, they will find it?, the question is clear?, the answers are useful?; it don't create a major problem? (as attracting spam etc)... if not, you bet that I can fit a close reason...

The close reasons where made to give us guideline of how to close/remove question that are not useful for others, but the core principle is always is it useful or not, an example of this is that Shog9 wanted to avoid that we close clear resource request "Give me a link to", since the answers where objective (not spam), resource hard to find... so they are useful for other programmers.
then there are a lot of people that will not agree even with Shog9, but to that I can only say "look around there is so much crap, why do you care about this specific question, that others that care find useful

@Scratte If it's a simple NAA/LQP, then yeah. Mod flags are a slower flag mechanism because you have to read the flag, process the problem and then decide on an action. NAA gives you a simple delete button
This was made more complex by the fact that they wholesale copied another answer. Easier to miss that it's NAA without the added context

Custom flags take tons of time also, I for sure would go only for NAA on that (before halfers edit), the edit made it more unclear that it was NAA (removed the please help)

@PetterFriberg An edit taking an NAA out of review would be odd - I doubt there are many situations where an edit stops an answer from being NAA
@Scratte is right, I have an addiction to (educational) editing :=)
@halfer The example that immediately comes to my mind would be a bad flag for something like "Thanks for the help XXXX here is what I did to fix my problem", removing the "thank you" preamble.
@robsiemb But that should not be flagged as NAA in the first place
@halfer if you do it from the queue it does + it clear all VLQ flags, removing "please help" at the end made it more unclear to be NAA, overall editing stuff like this is not useful according to me it should just be deleted.

The real thing that drives me nuts in the NAA/VLQ queue is code-only answers to ancient questions, which are indeed low quality, but are in fact answers.
@robsiemb I would tend towards the view that NAA answers cannot be made not-NAA by an edit.

@halfer But.. you made it harder to see it's an NAA. If I had noticed your edit, I should have immediately retracted my flag. (I expect you didn't notice you added things to the post)
