@PearlySpencer I don't think they are asking for spoon feeding. I think the purpose is to get us to lighten up about the rule they are breaking. Most new people do not know the rules so we should educate them first, instead of crucifying them. At least that is my takeaway of how they want it to happen. I can't say I fully agree but I do see rude comments on post where the OP is trying and I think those need to stop.
Just copy and paste your homework question, sure, fire away. Post an incomplete question because you don't know any better, not good enough with the language to make an mcve, lets try and give them helpful comments to turn the off topic question into an on topic on. No one wins with an off topic question so if we can salvage it, it is a win for both sides.

once it is installed, open it up/open the manage page, and you can add a new style
that's where you'd add the CSS I posted above.
By default it applies everywhere, which is probably safe for this style, but others you may want to constrain down to just the SO/SE domains
Most userstyles addons allow you a lot of flexibility in where you apply the styles

@TylerH While I can understand that, I'm not really a fan of it anywhere. Admittedly, if it was only under the usercard it might have been sufficiently unobtrusive for me to have not removed it. But, having it all three places made it ridiculous. OTOH, I could see that people who are aggravated enough to be posting flagable comments might need it to be a bit more obvious.
But, having it everywhere increases the frustration/aggravation level for those that didn't need the reminder, which isn't a good trade-off.

Normally, I just assume a person with very low rep is new, or at least new-ish. From SE's criteria constitutes for "new user", the banner will be on far fewer users than I'd normally assume were new (i.e. many users still have low rep after asking multiple questions). So, the fact that there are such banners gives me the information that a low-rep user is not-new when the banner is not there, which appears to be the opposite of what they wanted.

I once overheard him on the phone fixing a bug where he, from the top of his head, told his colleague on which file and line number extra conditions were needed. That fix actually worked. how should i deal with a question which was re-opened? The OP provided example data and code that solves the problem to his original (unanswerable) question and he now asks if this can be done more elegantly. But there isn't anything that can be done.

@TylerH I tried having the new-user banner only visible on user-cards for a while, but still found it annoying. It didn't appear to highlight anyone who I wouldn't already consider to be a new user. On answers, it tended to draw my attention to the answer and hint at being more critical of the post (aggravated by the style making it glaringly obvious on user-cards for anyone other than the question OP). Thus, I just went back to having it disabled.
