A user suddenly marked it duplicate to another question, which does not answer my question.

He (who marked duplicate) had no reason to mark duplicate, he could just give a downvote cause silly question.

Is there a rule on SO, that new comer to any language can not ask things?

@MatejMecka to add to what @SurajRao just said: these kind of edits are only acceptable after you have 3k reputation. Being above 2k means your edit is not in the queue, and having 3k means you can close vote, and edits by people who close voted will not push such a question needlessly into the queue.

@Khemraj I often see the suggestion that people are downvoting randomly, or that people are close-voting without a reason. It's likely they do have a reason, and you just don't see it.

@Khemraj do know that you can ping the user who dupehammered in a comment if you use his full username. I'm not an expert but without seeing what you've implemented from that solution you linked to it still looks as a proper dupe.

@Khemraj Sure, but your general tone in the comments - and this is helpful feedback - is that you do not need to take any further action ("I don't have enough time to learn", "this is not fair on me", "everyone else is misusing their voting powers"). That is likely to get people to close their ears already. As Nick says, you need to edit your question, to explain why it is not a duplicate.

Yes you are right, I was using wrong tone. But that was because it was second time, when I asked question again. And user immediately marked question duplicate. I regret of that. But a wrong duplicate mark had lead this all and it lead my question 6 down-votes.

I wanted that user at least once see my request that my question is not duplicate.
He could take back his action when he found my question not duplicate, But there was no one to hear me.

@Khemraj True, once a question has gotten into a pickle, it is hard to rescue it. It may be best to delete your comments (or at least the combative ones) and have another go at clarifying.

@Khemraj As it stands from you making your case here about it not being a duplicate you've not got any re-open votes, you need to take some time (not just 15 minutes), to sit and research your question, determine why it's not a duplicate, edit that all into your question and then see what comes from it.

@Khemraj In the future, you may find it useful to respond to duplicate suggestions in the helpful way they were intended (see the new code of conduct about friendly/unfriendly language).

@Khemraj So, rather than "this is a wrong duplicate mark", you could say "thank you for helping me find a possible duplicate. However, I don't think that will work in my case because of reason X. If you still think it is a duplicate, would you be able to explain why? I may have misunderstood something".

By being less combative, people will see you appreciate their efforts, and may be more inclined to assist (even where they believe a question really is off topic).

A moderator will need to clean them up anyway, unless they contain keywords that makes them instantly disappear. With an explanation they know your motivation

@NickA @JonC once told me: if they all can go, modflag one, otherwise go through the tedious 5 second wait process and just flag all of them as "no longer necessary", which usually deletes them directly for thanks-like ones

@NickA the good thing now is that it doesn't close the modal on you if you try to flag too quickly

so it saves a few seconds between each flag

On an unrelated note, there are a few "what's your favorite plugin for X" questions in the CV queue if anyone has some extra CVs lying around and wants to filter by POB questions.

Some users have already tried to talk to them in comments, but there is no response from him.
Most of them are closed already, but they still keep coming in at a rate of ~2 per hour.

@Vega if you study well all SD commands and are active in SOCVR you can ask RO's to get privs for feedback. To me the most useful feedback is f when it's a false positive, you help new users that are a bit to quick in flagging
