@Drew no need to be that pessimist. nearly all open questions on so are meh quality and can be improved by other's editing
I would call it realism. We lack the ability to effectively close and keep the site a go-to reference. There is no wonder people don't search. Nothing pessimistic about it. Someday the powers that be may choose to change the ways awful questions are closed and deleted, like weighting or otherwise.

We are not here to answer questions, but to build repository of specific programming question-answers which others could use to search and find solutions for their programming problems (so lets not confuse goal with way of achieving it).
2/2 But, to make it possible, questions must contain at least minimal description of problem which OP is facing. "Doesn't work" is too general. The same bad questions that should have been closed keep popping up, but I'm the only one who sees these, so it'd be great to shine a light on them every once in a while. I'm one of the only answerers, so trying to keep that tag organized can be a lonely job sometimes.
