Well, I do program in PHP, haven't done anything in Java or C# so I can't say much about that, but at least in JavaScript and PHP there are usually much better ways of going about things than wrapping your whole program in a try catch block and shipping it.

Like I said, there are many acceptable uses of try...catch blocks. It is also extremely common to abuse try catch blocks, hence having a script to search for them is a useful way to find bad code, intermingled with good code

But then, there are things the caller can't handle and error-handling that way will be like in C: check at every stage and pass back as result.
In Python for instance, Exceptions not only signal problems, but e.g. also end of iteration (see for loop and iterators in Python). I'd say it is also a matter of the language.

For every result of said search there is an option to do nothing at all and move on.
Ruby has raise..except, which is meant for exceptions, and try..catch, which is meant for normal flow control
