No, but one can do everything that one can to improve one's existing questions only to find oneself still banned because of a heavily downvoted deleted question
The account in question still has a heap of 0 scored questions and only one with a positive score.
Go fix the former to get positive scores instead of worrying about deleted stuff.

That bumping thing is mostly is mostly problematic when a swarm of users makes a ton of tag edits for burnination and similar trivial changes.

Time spent does not seem to correlate to upvotes, at least in C++.
No one would even see an answer that late in C++, people only read the new page and then maybe the stuff from the newsletter.

Unless you pass -S, then you get a text file containing the assembly.
You use something like x86_64 as target architecture, basically every processor supports that.
Just don't compile with SSE3 and AVX if you want to ship to grandma's old laptop. ;)
Getting the dependencies right is potentially still fun though. I believe most Windows guys just link everything statically or ship their own ABI-compatible binaries for all dependencies, not sure though.
