As I see it, to avoid plagiarism two things need to be done: a) clearly indicating the source of the material that has been borrowed b) clearly quoting what is being borrowed. If either of the two are missing, then that's plagiarism. In the case at hand here, the author said they've put a link. Okay, but they have not quoted.

For example, parsing 09-22-2016 02:00:00 with YYYY, gives a date in 2015 as the first week of 2016 (dec 27). It's like it ignores the day and month.

The solution is to use yyyy in the pattern instead of YYYY and I can explain what the YYYY result is but I can't explain how the SimpleDateFormat decided to use only the year part of the string (or used it last and thus overwrote everything else, or whatever it is).

Weeks and years don't fit into the same resolution scheme assumed sunday ist the first day of a week.
 
For example, January 1st of 2016 was a Friday. So 1st ISO week is actually the week starting t Monday the 4th (I think anyway, I don't recall th egory details between going up or down here). So the week year 2016 starts the 4th of January.
 
So on January 1st 2016, the week year was still 2015, I take it.
