Tim PostIt's the result of quite a bit of testing. A lot of stuff that ends up in the helper queue doesn't really belong there. Sometimes this is because there was nothing really wrong with the question, but often not. "Should be improved" doesn't really convey what's next in line for the question, and...

The tags are chosen by rene's SEDE query. It looks for non-major tags, ordered by most number of items in the queue
 
@DavidArenburg You can filter the CV queue down by specific tags
 
Since questions require multiple close votes to be closed, having all of us work on the same tag increases the chances of closing questions quickly
