We might want to look at the people who are "first on the scene" for new question. those people (like I am) are people who actively hunt down and burn terrible questions, just so they don't stick around.

Hum, that might be a good SEDE project: find the users who have closed the most questions but don't visit the close vote queue. Though there might be technical limitations on that.
