I suspect that the reason for not increasing close-vote allotments is not so much developer time (although that is limited), but a concern about the perception that there is a relatively-small cabal of users who goes around closing everything.
We really want closure to be something that is done by the community, and having it done by a handful of folks with infinite close votes is not going to create the best perception.
I prefer the solution of reducing the close-vote threshold, which as recently trialled.
My ultimate preference would be to give elevated close-vote weight to users who have earned gold badges in the tag, much like we do for duplicate closures.

@nbro I've got beaucoup reputation and now a diamond, but it hasn't helped me one iota on getting hired anywhere... I wouldn't put too much stock into the meaning of reputation. All it means is you're an experienced user of this website, and thus (hopefully) pretty knowledgeable about its policies and norms.

@CodyGray I once went to an interview and I told the interviewers that I am active on Stack Overflow and related websites. They said that they expect the applicants to do this kind of stuff. In other words, they did not value much this detail in that case, but this doesn't mean it can't help them to decide between me and another one who's not contributed to anything but his belly

@Sajeetharan Yes. Find one of their posts, and click the "flag" link. Select the "in need of moderator intervention" option, and write your message in that box. This is a confidential way for you to report your concerns about a user to a moderator. As Makyen said, this room is intended for improving content, not users. Anything related to users should be directed to moderators.

@NickReed Same to me. I was chasing 3K/5K (and now 10K) and while doing that, I learned ORMs, DICOM, HL7, Repository and UoW and other design patterns. THAT helped me in real world; not the reputation.

@NickReed We actually have a user script that searches through the unclosed requests and at least some of us use that to go through the backlog.
 
@NickReed We have the Unclosed Request Review Script (URRS) (GitHub) (install), which adds buttons to the chat UI to search for open requests and display a page where you can review them. It also provides semi-realtime status of requests in the main chat view.
Overall, most of people's attention is given to requests which are still visible in the main chat display.

@treyBake The review page allows you to specify tags which you desire to ignore. There are 8 filter presets which you can adjust to show different views of the requests, including different ignored tags. If active, messages which include ignored tags will not be displayed. There's not currently a way to tell it to only display requests with specific tags.
@NickReed Those links are available from the tools page on socvr.org. You can get there via the link in the room description (top right of the chat page), then click "Tools" in the links along the top of the page.

@NickReed A direct link (i.e. a "permalink") to each message is available as the link when you click/hover over the message popup menu button (helpful for middle click or copy link), or from the message popup (opened when you click on the indicator which appears to the left of the message when each message is hovered).

Bots notify you of issues. All actions are taken by humans, tho (except egregious spam in some cases)

why though? wouldn't it be more efficient / less hassle to create bots that act with no oversight, delete answers silently, gain self-awareness, and then decide that based on the questions they're deleting, humanity's a lost cause?

@NickReed There's a deleted NAA answer, which was added about 40 minutes ago and reported by SmokeDetector. For users with <10k rep the question won't appear to be "active", for users with >10k rep it will be active.
You should be able to see the deleted answer from the low quality review page.

@NickReed Sorry about that. I was under the impression that deleted posts were visible in their related reviews for <10k users. Obviously, that impression is wrong. Hmmm... maybe just audits, or your own audits?
