@EJoshuaS However, we do tend to give the benefit of the doubt. I'm not yet sure if I'd flag as spam, still investigating.
@EJoshuaS It's now deleted by a mod. I chose flag as NAA, as it was also NAA, and the user had other, non-spam, contributions. I also left a comment to inform the user about the policies.
 
@Makyen True - it was technically spam, but it also seemed like a potentially innocent mistake.

@SeverusTux I should have provided more detail. Actual moderators can/should be contacted by raising a flag on the post you have an issue with. However, Stack Overflow (SO) is largely moderated by users, who gain increasing ability to perform some moderation tasks as they gain reputation points. In this room, we're not actual moderators, but we do have various levels of those moderation abilities granted to regular users. Using those abilities to moderate SO is this room's focus.
The issue with that question is something we could/did take care of. The question you linked was closed as a duplicate of another question by the same user, which was deleted by the author, years ago. The question you linked would be considered off-topic for the site at this point, if it wasn't marked as a duplicate. As an off-topic question it would be closed. Rather than go through a relatively long process of opening the question and then re-closing it with a different reason, my choice was
to recommend it be deleted. My main reason for doing so was that I did not feel the question and answer had significant value to future visitors. The question was too broad and unclear, which made a detailed, specific answer impossible in the space available for an answer (i.e. it could have been a book). The answers briefly suggested some possible methods of doing what the OP wanted, but in a general sense and not providing any information which isn't commonly available.
 
@Makyen dupe or not, the question was poor (and so was the answer). There's a lot of those duplicate questions with "original" roombaed/deleted.

@jdphenix it's ambiguous. People understand what to do to have the "delete" button available... waiting a few days is also an option.
sometimes when you delete a question, you're doing OP a favor: the question cannot get more downvotes when deleted (means: less chance to get question ban)
@rene I'm not sure that the python room is as regarding as this room is...
 
If someone gets a question ban, they were warned and earned that distinction. Don't downvoted or closed deleted questions count against the ban all the same anyhow?

@Jean-FrançoisFabre when a question already has down votes and the user < 1K I don't see how deleting will help if they are already on their way to post ban. Although it might stop downvotes improving it makes less sense while the deleted post still are held against them. So it is not by definition that deleting a post is for the better of the OP but I give you that it probably won't matter for those already on the post-ban path.
@jdphenix this after that incident our FAQ become important and leading for what we do.

Okay, so the combination of people having an irrational emotional attachment to their internet points and lack of accountability on those doing the downvoting is the issue. That seems like a fair starting point for a counter argument to my opinion.
On reputation, according to the linked answer, rep loss is refunded on questions subject to the roomba, while rep changes older than 60 days is preserved on the same. That effectively nullifies the reputation argument.
AS far as your name not being attached to downvotes, that's the point of them...

@jdphenix sure, but we leave that to others to sort that out. This room exists because it is tolerated by Meta, the community, the mod and CM team. It is a delegate balance that I'm not going to risk and lose the goodwill that enables us to operate as we do right now. Make no mistake: when the room started to get some traction, it was discussed by the CM team. if they didn't or don't like what is going on here it will be shutdown.
So feel free to counter argument whatever you think, if I think it jeopardizes this room I'll make clear that your position, whatever it is, is not endorsed, encouraged or supported by SOCVR.

@StephenRauch Was there some recent activity on this question which isn't apparent in the question page (rejected edit, used as an example, etc.)? The question page shows the most recent activity on this was 1 year, 1 month ago. In general, cv-pls should be used for questions where relatively rapid closure is beneficial to the community, not for all questions. Our FAQ has some reasons which should be considered when choosing to post a cv-pls request.

@EvanCarroll While I appreciate your desire to have your question reopened, the rules for this room explicitly prohibit anyone from making a request about a post which they've asked or answered, or about an edit which they've made (#15 in our FAQ).

@EvanCarroll, As @Olaf said, Your question is too broad (e.g. "How would one go about writing an IRC bot in FORTH?" is way too broad for SO). Surely, you can narrow that down tremendously. In addition, you are explicitly asking for a library that does "networking communication". Such requests for external resources are explicitly off-topic for Stack Overflow.
 
In my close request above, I asked the OP to clarify the question, to make it more specific, and he re-posted the assignment requirements in comments. Brilliant.
