NAA flags are... weird. The easy ones get picked off by review and by mods early on, leaving the iffy/plain-invalid ones at the end of the queue. Then every once in a while someone goes through (some of) the backlog and ends up stepping on a bunch of toes.

That's why the 'hey why my flag declined' posts seem to come in waves

@Undo The whole issue revolves around what people think of "comment"s. The FAQ doesn't even mention comments actually.

For me personally, I'd prefer to see more comments posted as answers than the other way around. I can't downvote erroneous comments.
