@Kyll I went back just now and looked at the meta Q and the answers. I don't think the dupehammering is the issue here. The OP was concerned about one of the answerers self-deleting their answer and then voting to close as duplicate. As I recall, I dupehammered after the meta Q was posted. Cody Gray's meta answer advises the OP to clarify how their main-site Q is not a dupe but the OP never did. Did I miss something?

To the reviewers: Detecting windows logon attempts programmatically is not too broad at all and probably the question has been closed because of the part which the user said they want to send notification for admin. But it's just an example and the core problem is detecting logon attempts.

Myself, I pay little if any attention to the closure status except perhaps for the purposes of moderation. I care more about the question and answer quality.
 
There are lots of old questions that are closed because the rules changed over time and that's fine
 
@RezaAghaei What I'm trying to say is that there's no reason to reopen that question if there won't be any other substantial answers. Currently the close message can only help to motivate the OP to improve their question
