On what grounds can we raise suspicions of a voting fraud going on to the mods? I suspect that on one question, an office-ring voting fraud is going on but I don't have any proof of course so I don't know if it is justified to raise a flag?

@NSNoob raise a custom moderator flag on one of their posts and explain why you think this is fraud
Include all the evidence or occurences that lead you to this suspicion.
Moderators have better tools to investigate potential fraud
 
@tripleee Thanks I have raised the flag. I am just suspicious because the names of the OP and answerer belong to one nation (But of course that nation has a billion people). The moment someone downvotes the bad question, someone quickly negates the DV with an UV. The Answerer doesn't appear to be capable of answering that question within 4 minutes, which makes it more likely that he had the answer ready before the question was posted.
@Magisch Due to content limit I could not list my reasoning but I did mention that the voting pattern and the posting nature makes me suspicious.

@NSNoob for a single question it seems impossible to prove anything so I would be inclined to just shrug it off
if you see a repeating pattern, that's probably worth mod attention
 
Yeah that's what I was unsure of. That whether it was justified to raise a flag based on just a hunch
 
it's not impossible that they are both attending the same course or something, which is borderline ... but the question is garbage, so just close voting that would get rid of both the question and the possible answer fraud
 
Unless you see an obvious Mr. X asking and a user named X's sock answering, you can't tell for a single question.
Keep an eye on them, and report if you see the behavior on the next questions.
