How did that happen? the answer says its 14 minutes old but the question was put on hold 19 minutes ago

Question. If I see a question that is good but focused on a certain case for a certain use, can I make a broader question focused on the issue at hand and self-answer it? Also, if I do so, should I flag the other question as mine does now answer it in a thorough way?
