Well you can't flag a positive scored answer as VLQ
I think self-accepts should be treated differently

@durron597: Complaining about declined flag **won't work**, ever. It's better to write a meta post to request **either** of these
1) A new reliable channel for community to send "request for edit/deletion" in and resolve them by themselves
2) Create a community consensus to give the community moderator clearance to remove problematic posts
The current protocol to delete them is broken. The review queues are not working, and the moderator refuses to delete them based on the flag reason.

The current system has a gap, where moderator refuses to handle the flag and the community lacks a channel to reliably report and have the problem resolve
On a site the scale of SO, it's important to have a mechanism of "flag the issue and forget, then check back later", to save time of people who care about the site quality
("Flag" here is used in general meaning, not referring to the flagging system on SO)

I saw many bad answers with a very confident tone
When you could solve a question in a much better way with the same package
By "bad" I mean, they work, but they suck
 
I see your point but fighting it now with all the other things on our hands it would get us into a battle that will probably only end in anger/frustration and/or off-topic belongs on ELU....

I would leave it at a pre-cooked comment: Your choice of wording feels like you're very confident but I'm sure there must be an other/different/more elegant/solution as well.
You could ask on meta to see if more users recognize it, or see the pattern in their own answers, just to organize some backup in case that you propose is well received
