@NathanOliver Well, one idea that come's to mind would to allow users to "request access" to a given moderation tool, the request would then be reviewed (similar to the review queues already in place") by users that have had access to the tool for x period and used the tool at least y times.

I actually agree with @Sam, if I ask lots of question on SO, I can get to 10k rep without answering at all. I've seen people with around that rep asking hundreds of questions and I wouldn't trust them to use the mod tools.

@NathanOliver Again, another idea would be to only allow the submission of said request (i.e., the request won't enter the review queue until they've used the tool after x) after completing several audit-like tasks, in other words, they'd be given access to the tool, but their actions wouldn't actually apply to any thing, these actions would simply be included as a type of "report" of how they would use this tool.

@NathanOliver Simplified idea: user wants x tool -> user gets "test" access to x tool (their actions aren't actually applied) -> when x actions are made, their request enters the "queue".

well I've noticed there are people very active on meta who do not have high rep, but they have a good knowledge of how the site works, the prob is with moderation, is there needs to be a base level knowledge of programming.

@Sam I really think what we need is just an expansion of tag badge powers. Gold badges users could have their close votes count for 3 votes, silver 2. Once you have a silver tag badge you get limited access to mod tools based on your tag badge. This way we can get people who are considered knowledgeable in their domain moderating it. then the high rep people can come in and fill in any holes that are left.

For 12.2 if you do not want to use a JSON parser you should be able to walk through the input backwards and if you find a brace pair with "red" in it then through out the total you calculated for the brace pair.
