What this does, it fetches some data from the backend and stores it in a local database. When reloadData on the tableView is called, it queries this information to display. However, for some of the objects, no data is saved.

so randomness is the least of my problems

Basically, I want to call a web server N times, and once ALL calls have finished, do something (update the UI). I am getting the callbacks from the service in a completion block. So the logic I was following was to create a queue for each web service call, and once all of them have finished, "return" to the main thread. Makes sense ?

it just makes the variable accessible from within the block's scope. you can modify it there
