Questions like this one get asked all the time, and yet I can't find a good catch-all duplicate target for those

Catch-all can be hard because often the exact issue is slightly different. A perfect catch all would have a few scenarios listed I think. This one is pretty good: stackoverflow.com/questions/29347092/…
Maybe we can make a community wiki answer on a overly broad variation of the question and use it as defacto answer. But I am not 100% sure if that would be the correct way to go about something like that
Might this be a good candidate for a article on the collective stackoverflow.com/collectives/go?tab=articles. But I guess you can't use articles when marking a question duplicate

Articles are somewhat a controversial topic. Unfortunately that's a non-starter

there isn't one link, you can filter by [collectives] article duplicate
there's a bunch of answers that lament how the entire Articles thing misses key features
anyway, regular users, as of today, can't post articles
The way it is described is that any member can draft them, but they need to be reviewed by a Recognized Member

And we can't just make a very good generic answer without a question to post it on.

oh there's no shortage of questions
I we make it a community wiki, we can keep refining the answer to cover all common variations of the question
personally I don't think it's an enormous problem to post an answer that slightly deviates from the specific issue in a question, when: 1) the question is very popular 2) the answer covers the main issue as stated and general variations

Agreed, just an idea, would not want to deprive anyone of the reputation points for a good answer.

My line of thinking was that only the author of a normal answer can edit it in a major way

posting new answers that expand on some existing one is perfectly fine instead
Yea true, as long as they are all on the same question they can be found if when marked duplicate
