However, I know that SE has, at least in the past, tried to make sure that all elections are complete well prior to when they routinely see a slump in network traffic. I don't know the exact dates off the top of my head, but, IIRC, they try to avoid December and January.
OTOH, SE could certainly guarantee for themselves that there will be a break during a specific period.

He was, apparently, elected as a moderator, but long before the current election system.
But that means he could apply for reinstatement as a moderator through the normal process. He has indicated that he might. But the process takes quite a while, and usually people wait a bit before even applying.

@ᕮ_ᑎᕮT4 It's easy to say that it's discriminatory against ghosts but it has a practical reason - ghosts as incorporeal beings cannot click buttons and thus cannot handle flags. Poltergeists can influence the world like throwing a chair at the keyboard.
SE management is nothing if not practical.
 
Since the questionnaire is almost entirely pointless given the leading nature of most of its questions, I encourage voters to go through the user's reviews, answers, and comments to get a sense of their EQ as a moderator
but too late to say that now, perhaps :p
