I think that's a pretty normal time for a flag to exist, although I would hope a spam flag would be handled a little bit faster
i raised custom, because it's one user manually submitting comments promotoing their own site on dozens of questions

@NewPosts Why is PasteBin not just outright banned for questions...
in part because there are a gajillion of those paste-bin sites and we don't have a comprehensive list, and the one that is there was last updated ages ago
and in part because, I dunno, putting what you believe to be the relevant parts in the question with a link to the full thing in case you're wrong seems mostly fine.

Breaks the rule that questions must be self-contained. So a link to a pastebin shouldn't be there in a finished question.
Yeah I do agree (hence "mostly fine") but it can serve the function of speeding up the back-and-forth to get to that state if the full thing is too big to fit in the question and you're not 100% certain which parts are relevant. Obviously you should try to put all the relevant parts in, but sometimes people don't know which parts are relevant to resolving an issue.
can't tell you the number of times someone trying to keep excessive noise to a minimum pastes just the exception message and I have to say no, I need the entire stack trace.

okay, but I've seen plenty of questions as well where the stack trace is really excessive. That's usually difficult with a proper MRE, but.
That's the problem. Without an answer, you don't know which drops of information are necessary.
So maybe a question shouldn't exist on the site before it has an answer.
But that would kill the visibility, and lead to an answer never popping up.
