In all seriousness, I’ve closed this question as being unclear because I have no idea what is meant by “increasing activity for voting on quality of questions.” The quality of a question is the number one criterion for deciding how to vote on it. @mario Yes, see the MSE announcement on the post notices (going out network-wide, not just to SO) for more info on that. According to the company, "on hold" was confusing to users, so they're just now going with "closed" everywhere (though questions still get put in the reopen queue after the 1st edit for 5 days following closure) — TylerH 54 secs ago

@gnat that experiment is a great resource. They could also display the count if for example the post receives a 3 negative down votes within 2 minutes. That filter out the one grouchy person who does not understand the question, from the rest. — Ole 27 secs ago

@JonH I'm having some trouble reproducing this bug. The error you're seeing happens when the ajax fetch fails (4xx/5xx return status code or failed request). Looking at the traffic logs, I'm seeing the tag edit, but I'm not seeing the followup ajax request hitting the server at all. Can you try again and see if the problem persists? What the company often used in the past was a simple quality criterion like bad (negative score or closed), neutral (score 0) and good (positive score, possibly with positively scored answer). Over the years however the bad questions made up about 20% constantly, and the percentage of good questions slowly declined from 60% to 50%.
