Microsoft Visual Web Developer has great js autocomplete. I highly recommend it.
Also you can grab the express version if you need something free.

No, not currently. The i18n.js plugin sets its export value based on
the locale setting, so dynamically resetting it would mean undefining
and unloading all those exports. location reload is the best option
for that case.
