I have created a website where user can add their recipe, now when adding a recipe I don't know how many ingredients a user will enter, so at first I just keep one input field, as that input field is focused, I create another one... But their is an issue, even if the user is not typing in the ingredients, but He is going arnd clicking the input fields, more and more input fields are created

I was wondering what a browser does w a css file? Does it read it b4 page load and memorize everything before laying out the structure / html? If so do media queries for min or max width just work off of the "memory" from prev reading the css?
or does the browser reread the css everytime I resize my browser window
