@Waterscroll OSX does its own (obvious) smoothing and they step on each other.
@Waterscroll because OSX already has smooth scrolling, and so the javascript smooth scrolling interferes with the OS's scrolling, causing it to jump and get stuck.
it's terrible with scroll wheel mouses, since it generally breaks scrolling by clicking with the middle mouse and dragging to scroll.

tl;dr: I wore a blue hat with squid eyes and tentacles to a rave. Got like 20 high fives, a hug, and some girl grabbed the tentacles and kissed me rather enthusiastically (maybe she's into squids). Spent like 3 hours dancing in the dark.

the reason why implementing smooth controlling is because it influencing one of the user's default behavior when interacting with the browser. Each user has their own mouse scrolling speed and browser options to enable it.

Using normal scrolling and anchor links should cover 90% of what you need.
Also, bear in mind responsive stuff and trying to calculate scrolling there, which anchors handle for you.

It was hard to make animations work nice on Firefox for Android. I had to put a bunch of divs in a div container and move the container instead of just changing the property of the thing I wanted to remove smoothly.
I though that css3 would do all the job for me, but in practice I had to use some js in the middle to make things work.
