If it's a 2D game where you have simple movement directions you could use a button-state kind of system with just TCP, eg. you'd send commands indicating start movement, stop movement, start turning left, start turning right -- then let clients compute the heavy stuff while performing periodic server side validation and corrections
I actually used such system in the past over a brute force kind of way using UDP
