flags are never forbidden, but abusing them will get you in trouble
 
The sandbox restriction for no flagging means that you can't try flagging there. If someone posts inappopriate content it can still get flagged.

What advantage does making a SPA have over fully server-side rendered pages? initially, the advantage was you didn't have to re-request css files, app files, etc... but that isn't as much of a problem with caching/http2, which is widely supported now

Loading the entire app as a js file up front isn't a big deal to the end user
as they make up for the time spent loading in faster page transitions
but a crawler will download that large file on every page
