I've got a service that doesn't do much more than provide a way for sibling controllers to share data. I want to watch when said data changes and save it in Local Storage. I know services don't have local $scope, but I feel a bit iffy about injecting/watching on $rootScope. Is there a better way to do this?

It's global, you generally don't want to use global variables.
Especially for mutable state.
It's impossible to test or isolate and anything that touches it cannot be reused in other code
In two sibling controllers you can just put the data on the parent controller usually - or use a service that also works.
