If you estimate it'd take you more time to maintain it in its expected lifespan than to rewrite, and the human resources are available - you should rewrite it.
 
Maintenance costs seem difficult to estimate.

Since "logging in" is really meaningless, but it's being allowed to get information that is important, could I do this:

-Person "logs in"
-server session is created with id, access level, user agent, ip
-if "keep logged in", a server-side only cookie is created for the two token system. an additional cookie is created that is available to js that just says "loggedIn = true".

The user leaves the site without "logging out", but the session is destroyed and they have no access to private information.
