i did read the rules"It doesn't have to, but the sum of all elements of the filter should be 1 if you want the resulting image to have the same brightness as the original." so i should get the same output as the one in the blog post and also trying with same values. So i do not know why my blur effect is different from the one in blog post. Note: all other filters work correctly except blur.
