I use that a lot to quickly test changes locally when my code contains web-relative paths like src="/page2.html"
Those won't work if you just open the HTML file in a browser, since they need a webserver to resolve the relative paths

I run this manually, since I don't want my gpg keys on the CI
So I can pick what goes in by default anyways
You can have git-hooks to enforce PRs go to develop first
Or you can enforce it on the CI
Or get a black suit, sunglasses, and a baseball bat and enforce it on your contributors in person
We sign our android app on the CI, though
It's just set to sign only develop, master, and release
The CI will ignore other branches
