The core point of a blockchain is that everything is verifiable
Traditionally, such as on Bitcoin, this requires everything to be done directly on the blockchain
BTC cannot enter from outside the BTC ecosystem
There are defined rules that create it and move it around entirely on the single Bitcoin blockchain
Oracles are a method to get off-chain information into the blockchain in a trusted manner
This will usually involve some system taking external information, signing it, and pushing it into the blockchain in a smart contract parseable fashion
in this case, how could an individual unrelated to the "off-chain" flow be a verified oracle?
Oracle implementation can vary a lot depending on your exact use case

On private networks like Hyperledger you can work with some assumption based on second-level verifications to prevent access (Such as W3ID)
For stuff like ethereum which is entirely public, oracles would have to be backed by real world contracts and regulations
@MehdiB. In a sense. FedEx could provide an oracle for FedEx tracking. Smart contracts would then interact with this to receive trusted information. Any FedEx tracking updates received from any other source would be invalid on that blockchain
If FedEx starts feeding false information (package shipped, when package is not shipped) it will eventually get caught and banned on the network

Here's a very simple oracle (ignoring a lot of the security additions an actual implementation would have):
We have the Bitcoin blockchain
Toll roads want to charge tolls in Bitcoin
Do drive your car, you must send some BTC to an address defined by your car
There is a smart contract defined that looks for you crossing toll roads
Here, each toll booth has an RFID that is detected by your car when you cross it
This is the oracle. It ties real world, off chain information into a trigger that pays a toll using the BTC blockchain

In a brief gist, an oracle is a trusted third party. That trust can be based in Business Sense (FedEx won't give us false information about FedEx packages because it will cause people to stop using fedex and make them lose revenue), or it can be based in penalties (you must put a stake of 100,000 ETH to become an oracle. If you lie, that money is lost).
