You can't really go by one instance. Like I said, it's always pretty quick for me. But I don't know what is typical
the voting process itself takes 5-10 minutes per person, which can cause build-up
since there's additional people to vote for + state voting questions
I think more of the problem of low voter turnout is probably due to the length of the process and the system/process itself

The issue is that we've always used the WiFi MAC as an identifier on our site to determine where it belongs, to who, etc. So, you can have the app but you can't get past the log in screen if it isn't registered with us
