The way Google play store filtering works, is quiet clear, but sometimes it won't behave good. In that case, you should use uses-feature tag in manifest and whichever H/W access permission you're giving, set required attribute to false.
They do like to have the major tags covered. So, the last couple years they have been encouraging of Android users because there isn't any that are Android experts
Honestly, I'm still not 100% that I understand exactly how you want it to work :P
Mods can't focus on one tag. They have to work on whatever issues there may be. But they do expect them to spend time cleaning up their most popular tags when they can
So, you aren't talking about needing a certain tag to get elected in a given year, you mean that if a question is flagged with Python then a mod that has that experience has to handle that flag?
What if there is no mod with experience in that tag?
Most of the work that a mod should be doing doesn't usually need experience with the tag. That's what trusted members of the community, like yourself, should be handling

It would be nice if reputation barriers for actions in certain tag was dependent upon reputation in that tag; that way 3K users in Android could act as 10K users if there weren't enough 10K users to fill that gap (it also works for nascent tags, where there isn't a lot of experience yet).
