It's because some people abuse the pinging mechanism which is annoying when it's obvious who you are talking to

The main criteria are free, easy to use or good resources for it, and works on Windows

Shotcut isn't bad but I'm not sure it's the easiest to use and I didn't find a lot on how to use it. She did figure out how to cut out some audio on her own after we both spent like an hour on it

For the basics most video software is the same. Timeline with Audio and Video.

Learning curve is huge tho. I learned by watching a bunch of YouTube videos and picking up on different things. But most people don't know what they are doing, just a trick or two.

One of the basics effects she might want to try is where there is two of her on screen at the same time. One comes in from the left and other from the right. Can have fun with it too, talk to each other, pass a ball.

And how do you filter that? By knowing the path? Or assuming some right values?

By assuming wrong values

For example at my previous job I filtered out locations that were physically impossible. E. G. If the speed required to go from a to b was higher than X
