While the above answer works, Romain Guy (a core Android developer) shows a better method in his blog which uses less memory by using a shader not creating a copy of the bitmap. The general gist of the functionality is here:

I could ask if they'd sponsor a non EU resident, I know we did have a guy who was from outside the EU but he left because of visa difficulties, like if our company closed he'd be deported
@MarkO'Sullivan It's not a sponsorship things. The vast majority of countries require you to have at least a bachelor's degree before they issue work visas

Apparently "Find me a single person in the whole world who thinks their UI being cut off because it doesn't fit on the screen is better than the way it was done before" isn't a good response.
I hate when I give something to someone for testing and say "Put what issues you find in a document and send it to me" then they come directly to me for every issue anyway
