Well it's used to compare the result of the query after it to 1. If they are equal, the statement is true, if they are not, it's false
 
ok, but how the select query is getting the data if they are equal
?
 
The query you have can be read the following way:
Select the name and number of all employees
Where the only one entry is found in the query:
Select all salaries from employees where the salary is greater or equal to the salary of the employee currently in scope of the outer query.
Basically if I understand it correctly, the query gets all employees that are in the highest salary category.

I have seen other odd issues tho
 
at least it was the author who made that comment
imagine being "oh, I found an issue in this epic repo, lets notify the devs about it"
and they are like "ye, we dont give a shit"
 
I even recall a person having a problem. He was somewhat detailed. The first two comments was mine and my co-participant saying that it could be a config problem and that we need the config settings. It went on and after about 25 new comments (where we did not participated into, I was just waiting for the comment with the config), he suddenly figured out that the problem was in the configuration and closed the issue telling what he did to correct it.
