bracket vs parens seem to be at least partially english vs us usage. I was used to them being parens, until I found that my english friends called them brackets. I'm not going to argue with them for the correct use of the language

@MrT It's not an answer to link to another source, not even within the site. SO is a library of Q&A much like an encyclopedia. If you link to outside sources we can't be sure that that site is still up and running with the same URLs in 3 years. Therefore all answers must be written in the answer.

I think we are not on the same page. I asked if one regains the rep one has lost after deleting a question with negative score. You said no. Then I said that's unfair, as people lose their reputation on the answers to that same question

I very, very rarely downvote questions except when they obviously show zero research efforts (and I close to vote to boot)
 
Answering bad questions teach people that they can write bad answers and they'll still get the answers. In case you haven't noticed, most people are mostly interested in having an answer to their problems.

Not according to my experience, people ask duplicates all the time, and ask things like "please debug my code for me and fix it for me"
As well as "how to do X?" that's clearly explained in beginner tutorials and/or the documentation
