apache 2 i think... currently i use xampp to do things....
If you use XAMPP, why do you want to resinstall it? To update your PHP, it's as simple as extracting the *.zip to xampp/php in most cases.

If you're trying to create a daemon/service type script it's your job to put it inside a loop that doesn't end. I suspect windows will always kill the CLI session if it doesn't have anything else to do in the php command.
