@ujwaldhakal the problem is, that there is no question, in your question. The error is clear, you have insufficient permissions. Get sufficient permissions from Google.
 
how would i get a sufficient permission from google then i thought i have tried using proper scopes?
as there are no any proper guide for google libraries for php
 
@ujwaldhakal well, you may have to go through the debugging of that code. First identify which line is 118, and try to understand why the error is thrown.

$verify->setType('SITE'); this was original code i tried $verify->setType('DOMAIN'); i got error
$request1->setDomain($verify); then i reverted back the variables
wtf it worked
could it be cache? -_-

They removed the Hack to PHP converter so if you want to use Hack now you have to use HHVM.
 
Well they also have offcially decided to drop PHP compat now
