Well I dunno. I can conceive of a case where the internals are changed enough to warrant a new major but the plugin API doesn't change. Seems like composer version constraints would be easier to manage (for plugins) if the APIs are versioned separately from the bot

When the encoding is missing it can get fun, but in general you just look for bytes > 0x7f and see if they look like valid UTF-8, if not then treat it as ISO-8859-1, that covers 99.9% of cases
