The issue was when I was using mysqli_connect though. I only recently started connecting with Python

And fix in this case is not "throw programming language x at it".

Well, here's how i got the data. i have a python script that scrapes from a web page and uses the pandas library to output to a csv file. The pandas method to_csv() has default encoding of utf8.
Ah shoot but when I was using beautifulsoup i never encoded it into utf-8
the pandas ate that unencoded beautiful soup

Hmm thanks for catching that. I'm working on local with XAMP but error reporting doesn't display anything with error_reporting(E_ALL & E_STRICT); I even looked at php.ini and error reporting is on. Must be a bug with XAMP

@JayIsTooCommon because you need to be able to remove things from both ends. When you delete a message you need to $q->pop() and delete that one, and you need to limit the number of items in the buffer to avoid running out of memory, a la $q->push($postedMessage); while ($q->count() > MAX_SIZE) $q->shift();
Like it probably doesn't make sense to store more than, say, 20 messages for a given room
