@Trowski functions are easier to reuse and repurpose than classes, because you need to learn a lot more than you would if you just wrote a function, and said return to variables

Have a table(s) in your DB with the correct structure to support the menu. Make a query to get the info out. Sort the array in to something that works with your HTML structure. Use whatever to get the HTML out. Use JavaScript and CSS to style and click events.

that's pretty inefficient, if your nav changes infrequently, you're better saving it up in whole as json and processing it client-side
