@animaacija let php handle the request, not apache. also, urls are percent-encoded, so you wouldn't be able to match multibyte characters unless you decode them first
what i'm saying is that you should be doing that from within php, working with $_SERVER['REQUEST_URI'] & co
and then no user/(.*) is not vulnerable, but depends on what you will do with that
like you may want to check for null bytes, lookalike characters etc depending on the use

you can do more things and you don't have to deal with apache's weird syntax, plus it's more portable
@animaacija first you split each directory using explode('/', $path) then on each value of the resulting array you apply rawurldecode() so that you get an array of utf-8 encoded strings. at this point you can do anything you want, you can simply check if they are valid utf-8 sequences or filter undesired characters
