@Abe enable/disable is meant to be for extensions, and stops them being compiled (including not running their conf programs). with/without is meant to be for internal stuff that is alway compiled, but not necessarily included in the resulting generated executable.

My guess it is equivalent to --prefix.
This is the directory for when you do make install.

So for example earlier today I did this:
./configure --prefix=/apps/php/master
When I do make install it will place everything in that directory.
Maybe the Windows option is just different, I don't know.
This is partly why I want to migrate to CMake.

afaik opcache does have a file backing mechanism now, so that opcodes are written to files like they would be to shared memory for caching, so it partly exists there ...
